The San Pedro del Pinatar City Council allocates 1.2 million euros to curb the impact of COVID-19 (17/04/2020)

The consistory will apply exceptional fiscal measures, will reinforce the services of social attention, security and civil protection, and will launch a Socio-economic Promotion Plan. The mayor of San Pedro del Pinatar, Visitación Martínez, explained today, in the first virtual plenary session held after the State of Alarm was decreed, that the City Council will initially allocate 1.2 million euros to curb the economic and social consequences of the pandemic in the location. Visitación Martínez has indicated that this important economic endowment is the result of the adjustment of the 2020 budget, through the contingency fund, the transfer of parties of Celebrations, Culture or Sports, canceling the celebration during the spring and the summer period of events such as the Playa 40 Pop festival, the Flamenco festival, concerts at patron saint festivals, fairs, plays, or popular races, among others, and part of the budget surplus from previous years. Thus, the Government Team designs a Socioeconomic Promotion Plan for the municipality, initially endowed with more than 630,000 euros and which will be finalized after learning about the measures of the Central and Regional administrations, to make it compatible with them. As for the fiscal measures, unanimously approved, with the votes in favor of the Popular, Socialist, Citizen and Vox groups, during the plenary session, these translate into more than 400,000 euros aimed directly at easing the fiscal pressure in the area business premises, SMEs, freelancers and individuals. Thus, during the alarm period, the application of the fiscal calendar is suspended, as well as the approval of standards and the collection of those corresponding to home help services, telecare, day centers, fords, cemeteries or weekly market. In addition, bonuses are established for those economic activities that prove their suspension as a consequence of the Alarm State, for a quarterly period, for taxes for water and sewerage supply, and garbage collection.

The proportional part of this period will also be discounted at the rates of the weekly market, the Popular University, the use of sports facilities and the morning classroom. The City Council will subsidize this period to the contracts for the exploitation of seasonal services, the concession of administrative services and others that have seen their activity suspended, such as the concessions for municipal buildings, kiosks, fair, Lo Pagán market, among others. The consistory will also discount the share of the Real Estate Tax (IBI) and the Tax on Economic Activities (IAE) to those businesses or companies affected by the suspension of their activity, proportionally to the closing time of the same, conditioned to the maintenance of the minus 75 percent of the average workforce during 2020. Social spending is another of the axes of this action plan, to which an additional 120,000 euros are allocated, although the total amount for this area amounts to 350,000 euros, the social spending of the San Pedro del Pinatar City Council, tripled in 2020 to help the most vulnerable groups. The budget for Civil Protection and Local Police is also reinforced with 42,000 euros, mainly for the acquisition of material adapted to the health crisis. "This is our starting point and our roadmap, which should be adjusted to the evolution of the pandemic, but which will always be based on citizen security, protection and assistance to the most vulnerable groups, transparency and detailed information to all the neighbors, and the boost and support for the local economy, "concluded the mayor. During the plenary session, Visitación Martínez also reported in detail on the incidence of COVID-19 in the municipality, which so far has left 15 confirmed cases, and on the actions and measures carried out by the consistory since the beginning of the health crisis. In this area, the reinforcement of cleaning, fumigation and disinfection, the 333 complaints imposed for breach of the State of Alarm, the campaign to make and distribute more than 30,000 masks, or the start-up and reinforcement of assistance services, have stood out.
