The City Council approved an ordinance to control pollution in the municipality odoriferous (23/12/2010)

The full council of San Pedro del Pinatar today approved with the votes of the councilors PSOE, PP and UCPI, an ordinance to regulate the release and emission of odors into the atmosphere, which will be the first law on pollution of odorant the Region.

The municipality of San Pedro del Pinatar will launch an ordinance to regulate odor emissions in the municipality, with the aim of responding to citizen complaints of pollution episodes in the municipal odoriferous, caused by different industries.

The ordinance, which was approved today by the full City Council will control odor emissions that are made from certain industries and companies in the municipality, so they must adapt to a code of good practice.

Also, the ordinance will force companies that exceed emission limits to develop an audit and adapt its activities to the new regulatory framework.

The mayor of San Pedro del Pinatar, José García, explained that the administration will speak primarily about the emission sources that concentrate the majority of citizen complaints, such as asphalt company.

In addition, explained that the purpose of the ordinance is to minimize possible impact of certain odors in the neighborhood of the town, encouraging greater environmental quality.

For the preparation of the ordinance, the council of Health has taken as a reference, among others, the "Draft bill odoriferous pollution" of Catalonia, the city ordinance Lliça de Vall (Lleida) and European standards of countries like Germany and the Netherlands as regional and state level there is no normative frame of reference.

Among other measures, the ordinance provides for the development of diagnostic studies of potentially generating facilities of this type of pollution, to assess the degree of involvement of odor emissions in the environment and prescribe a period to conform to the provisions the new standard.

As for measurements, Garcia explained that they made through dynamic olfactometry, a method approved by the European regulation UNE-EN 13725, which consists of air sampling in the emitting source and then transferred to a laboratory, where a panel of sniffing the results analyzed and transferred to a computer program that organizes, with numerical values, the odor concentration recorded.

Moreover, the full City Council for the month of November has approved the acquisition of a loan of 1.1 million euros for the payment of outstanding bills.
